One solution seems to be AutoHotKey. I tried it and can confirm that this script works fine (on pressing Win+Space in this specific case):

#Space::
FormatTime, CurrentDateTime,, yyyy-MM-dd HH:mm:ss
SendInput %CurrentDateTime%
return
